Jeffrey C. Smoak, PE

Director of Federal Programs

Jeff serves as the Director of Federal Programs for Seres Engineering & Services, LLC (SERES) who is responsible for supporting all SERES staff during efforts involving marketing, proposal development, project planning, staffing and project execution. With a Bachelor’s of Science Degree in Civil Engineering from Georgia Tech, he has more than 39 years of experience managing environmental remediation and munitions response projects for government and industrial clients. Jeff has successfully served roles including Program Manager, Project Manager, Senior Engineer and Quality Manager on prime contracts for U.S. Army Corps of Engineers, Naval Facilities Engineering Systems Command, U.S. Air Force, and commercial companies.


A registered Professional Engineer in 10 states, his environmental experience includes performance of environmental assessments, remedial design, remedial action implementation, pilot and treatability studies, installation and operation & management of corrective action systems; development and implementation of environmental programs at operational facilities; environmental Title I and Title II design services; and regulatory compliance assistance. Jeff also has extensive munitions response experience for the Department of Defense through successful management of munitions response contracts and projects involving investigations; feasibility studies; risk analysis; munitions constituent sampling; remedial design; and munitions and explosives of concern detection, identification, clearance, and demilitarization at CONUS and OCONUS locations. He is experienced in the management of programs and contracts involving diverse technical issues that require extensive interaction with customers, regulatory agencies and stakeholders throughout the U.S. and territories as well as in Europe, the Middle East, and South America.
