Jessica Travis, PE

Senior Program Manager / Mid-Atlantic Operations Manager

Jessica has over 20 years of experience in program management, project management, quality assurance, operations management, and risk management across various environmental contracts in the federal sector. At Seres Engineering & Services, LLC (SERES), she serves as the Operations Manager responsible for all SERES staff in the Mid-Atlantic Region and is actively engaged in day-to-day project delivery for our large portfolios. Jessica is a registered Professional Engineer in the state of Delaware, and has a Bachelor’s of Science Degree in Environmental Engineering from the University of Delaware. She is an active member of the Society of American Military Engineers and is the current Treasurer for the Baltimore Post.


As program manager for contracts through the U.S. Army Corps of Engineers – Baltimore and Philadelphia Districts, she has overseen execution of projects under multiple Architect/Engineer Hazardous, Toxic, and Radioactive Waste, 8(a) Environmental Remediation Services, Multiple Award Environmental Services, and Geo-Environmental contracts. She provides project management or quality assurance on multiple active task orders related to investigations for per- and polyfluoroalkyl substances (PFAS), including multi-installation programs such as: Remedial Investigations/Feasibility Studies for PFAS Impacted Areas at Army Installations in the Northeast Region; Remedial Investigations/Feasibility Studies, Decision Documents, Time-Critical and Non-Time Critical Removal Actions for PFAS-Impacted Sites at ARNG Installations Nationwide; and Off-Post Investigations of PFAS in the Cleanup/Restoration Programs at Multiple Army Installations Nationwide. She is experienced in designing, managing, and implementing Preliminary Assessments/Site Inspections, Remedial Investigations/Feasibility Studies, and related investigations through the federal regulatory process (i.e., CERCLA and RCRA) as well as executing large-scale in-situ remediation projects of petroleum and chlorinated solvents for Base Realignment and Closure properties, Formerly Used Defense Sites, and active Department of Defense installations. Projects have included evaluating and implementing remedial design alternatives; optimization of remediation systems; achieving site closure; and implementing long-term monitoring, monitored natural attenuation, and land use controls for overall site management.
