Base Operations Support – Southeastern United States and Puerto Rico

U.S. Army Mission and Installation Contracting Command (MICC) awarded SERES a five-year contract to perform Base Operations and Support Maintenance, Real Property Management Support, and Environmental Program Support for the 81st Readiness Division (RD) at facilities in nine southeastern states and Puerto Rico.

U.S. Army Mission and Installation Contracting Command (MICC) awarded SERES a five-year contract to perform Base Operations and Support Maintenance, Real Property Management Support, and Environmental Program Support for the 81st Readiness Division (RD) at facilities in nine southeastern states and Puerto Rico. SERES personnel executed and completed the following project needs:


  • Environmental support across eight different program areas including Environmental Performance Assessment System (EPAS); National Environmental Policy Act (NEPA); Stormwater Management; Clean Water Act (CWA)/Safe Drinking Water Act; Real Estate Transactions & Natural/Cultural Resources; Installation Restoration Program (RCRA/CERCLA) & Toxics management; Reporting & Data Analytics Support; and Environmental Training and Outreach Support.

  • Real Property and Engineering Support, assisting with asset verification and management; Space Allocation Planning to ensure proper use of 14.7M square feet of building space across 227 facilities; Capital Improvement Planning and Site Support providing technical community planning briefing support; and Architectural & Engineering support including drafting plans and performing reviews of comprehensive project plans.

  • Base Operations and Field Support that entailed: providing biweekly facility inspections to document, report, and monitor repairs in the Facilities Equipment and Maintenance System (FEMS); acting as the liaison between the facility coordinator/commander and 81st management concerning facility maintenance and physical/functional operability conditions; providing facilities access for maintenance & repair vendors ; verifying compliance with preventative maintenance schedules; conducting Facility Condition Assessments (FCA) and input into the Installation Status Report (ISR) database; preparing work plans for facility equipment repairs; and providing SharePoint and FEMS technical support.

  • Notable SERES initiatives included: the phasing-in of FEMS from the retired Customer Service System (CSS) which resulted in SERES taking on the administrative and production control functions; and development of the facility environmental database, which expanded from 161 records to 8,284 records, that is accessed by the 81st management through a user interface.
