USACE Baltimore awarded a 10-year standalone contract to the SERES-Arcadis Joint Venture (JV) in 2020 for environmental services including investigation, remedial design, construction, and remedial action for multiple impacted sites.

USACE Baltimore awarded a 10-year standalone contract to the SERES-Arcadis Joint Venture (JV) in 2020 for environmental services Joint Base Andrews (JBA) Naval Air Facility Washington. The JBA Optimized Remediation Contract project includes investigation, remedial design, construction, remedial action-operation with reduction of life cycle costs for 14 Installation Restoration Program and nine Military Munitions Response Program sites with impacted soil and groundwater under varied regulatory programs.


JBA and its satellite locations are impacted by a variety of contaminants in soil, groundwater, surface water, and landfills, including petroleum hydrocarbons, chlorinated solvents, polychlorinated biphenyls, and/or metals. The JV has tackled multiple successful remediation challenges including:

  • Installation of two, approximately 1,500 ft long horizontal injection wells that resulted in a reduction of a persistent trichloroethene (TCE) plume from 16 acres in 2019 to 6.6 acres in 2023, indicating transformation from biodegradation associated with remediation activities performed by the JV.

  • Injection of approximately 75,000 gallons of carbon substrate (ABC-Olé) delivered via direct push technology injection points through the highly active east apron of JBA airfield, which poses a significant impact to the mission at JBA. To address concerns regarding mission-impact, the JV successfully completed injections in only a three-week period when training activities were not active.

  • Navigation of extensive coordination challenges with the Federal Aviation Administration, JBA, the Presidential Air Group, and the U.S. Secret Service to complete airfield remediation operations as the primary mission at JBA is to provide air support and emergency response for the president, government officials, and the nation’s capital.

  • Remedial Investigation at the location of a former underground storage tank where previous investigations discovered the presence of petroleum contaminants and chlorinated volatile organic compounds (CVOCs) in soil and groundwater.

  • Installation of permanent injection wells at a site where approximately 451,800 gallons of dilute ABC-Olé was used to mitigate a 17.8-acre CVOC and petroleum release site.

  • Reduction of annual monitoring costs through our optimization efforts including using passive samplers and reduction of sampling frequency.
