Environmental Services and Remedial Action Operations for BRAC Legacy Sites – Former Fort Devens, MA

The SERES-Arcadis Joint Venture (JV) has nine task orders awarded on the contract that span a broad spectrum of requirements. Contaminants of concern include volatile organic compounds, metals, and per- and polyfluoroalkyl substances (PFAS).

USACE New England awarded a 5-year Single Award Task Order Contract to the SERES-Arcadis Joint Venture (JV) in 2019 for environmental services at the former Fort Devens Army Installation and Sudbury Training Annex. To date, the JV has nine task orders awarded on the contract that span a broad spectrum of requirements. Contaminants of concern include volatile organic compounds, metals, and per- and polyfluoroalkyl substances (PFAS). Highlights from the projects include:

  • Long-term monitoring, including semi-annual groundwater sampling and gauging events at multiple Areas of Concern (AOCs); annual reporting that includes monitoring program optimization recommendations; operations & maintenance (O&M) activities at AOCs and landfills; land use control inspections; remedial action operations and O&M involving the implementation and evaluation of an Enhanced Reductive Dechlorination remedy at a former airfield; and development of a long-term monitoring maintenance plan for optimization recommendations.

  • Execution of several PFAS projects including preparation of 3D visualizations and conceptual site models; preparation and subsequent implementation of multiple PFAS Supplemental Site Inspection and Remedial Investigation Work Plans and Reports; a bench-scale treatability study to evaluate soil remedial options; preparation of soil and groundwater PFAS Pilot Study Work Plans and implementation of the pilot studies; and hydrogeologic evaluation of a bedrock potable water supply well for potential connection to overburden groundwater containing PFAS.

  • Implementation of a community involvement program including re-establishing a Restoration Advisory Board (RAB); planning and facilitating quarterly RAB meetings; conducting community tours and open houses; and preparing and distributing fact sheets to highlight planned and completed work.
